BCCI's meeting agenda restricted with Lodha Committee advisory

Following an advisory by the Supreme Court appointed Lodha Committee, the BCCI has to adopt new rules as per the recommendations of the Committee before engaging itself with matters related to 2016-17, at its annual general meeting on September 21.

The Supreme Court-appointed Justice Lodha Committee has told the BCCI that it may carry out only 'routine business' of 2015-16 at its annual general meeting here on September 21, and that it has to adopt the Memorandum of Association and Rules as per the recommendations of the Committee before engaging itself with matters related to 2016-17.

Following this advisory, the BCCI can only adopt the reports of all the committees and audited statement of accounts of 2015-16 and cannot proceed with the election of the secretary or even change the selection committees.

It means Ajay Shirke will continue to be the nominated secretary and the Sandeep Patil-chaired senior national selection committee will also remain undisturbed till the apex council is put in place by December 15.

After studying the first compliance report from the BCCI, the committee posted on its website that a set of Frequently Asked Questions (FAQs) would be uploaded along with its clarifications as a response to the representations received from State Associations, members, administrators and other stakeholders.

The committee has also decided to seek from the CEO of the BCCI, Rahul Johri, the address and contact details of the State associations and their office bearers. It has also asked for the status of compliance with the transparency requirements of bids, tenders and contracts entered into after July 18, 2016, the day the Supreme Court endorsed the recommendations of the Lodha Committee.

Timelines

The committee has set a second set of timelines — November 15, 2016 — for:

(1) the elections of the State associations

(2) elections to the executive committee of the Players’ Cricket Association, and

(3) Elections to the apex council of BCCI, BCCI AGM and appointment of ethics officer and ombudsman.

The committee has further said that BCCI committees, IPL Governing Council and appointment of the management must be created under the new rules by December 30, 2016. In short, the committee wants the new BCCI dispensation; the 9 member apex council in place by December 15.
