Lodha report binding on MCA, says Bombay High Court

A division bench of the Court has asked the Mumbai Cricket Association to file an affidavit stating the steps it has taken to implement the Lodha Committee reforms.

The Lodha Committee had set out timelines for adoption of its recommendations 18 months ago.

A division bench of the Bombay High Court has asked the Mumbai Cricket Association (MCA) to file an affidavit stating the steps it has taken to implement the Justice Lodha Committee reforms in cricket accepted by the Supreme Court on July 18, 2016.

Justices Shantanu Kemkar and Makarand Karnik also asked the MCA to submit all financial details of the inaugural T20 Mumbai League that will end on March 21.

The bench is hearing a petition filed by the Muslim Sports Club, which is represented by Nadeem Memon, on many issues related to the league. It is also seeking the appointment of Committee of Administrators (CoA). The bench told senior counsel Rafique Dada (appearing for the MCA) that the Justice Lodha report on cricket reforms accepted by the Supreme Court is binding on the association.

Appearing for the BCCI, Virag Tulzapurkar, made a respondent by the petitioner, told the Court that the Lodha Committee had set out timelines 18 months ago. The MCA, however, had not amended its constitution and conducted elections and hence there was a need for the High Court to appoint a CoA.

The BCCI did not file an affidavit, but it is expected to do so before the next date of hearing on April 3.
