After a mail on Monday evening from the International Cricket Council (ICC) asked the Board of Control for Cricket in India (BCCI) to name the individuals for the ICC board and ICC Chief Executives Committee meetings in Dubai, the Supreme Court-appointed Committee of Administrators (COA) decided to nominate one of its members, Vikram Limaye, MD & CEO, IDFC Limited, for the board meeting and BCCI CEO Rahul Johri for the ICC CEC meeting.
It's understood that the decision was taken by Vinod Rai, chairman, COA, which had its first meeting at Limaye's IDFC office in Mumbai on Tuesday. Those present at the meeting, apart from Rai and Limaye were Diana Eduljee, Anirudh Chaudhry, treasurer, BCCI, and Johri.
A few BCCI officials following the developments, especially the COA's first meeting in Mumbai, believe that the Supreme Court order allowing the two BCCI officials to attend the meetings in Dubai was pointed out, but the COA clearly had a final say on the matter. The COA chief may have been led to nominate Johri after being informed that the nine other full members of the ICC appoint their CEOs.
On Monday, the Supreme Court had named the BCCI’s Joint Secretary (performing the duties of Secretary) Amitabh Chaudhary, Anirudh and Limaye to travel to Dubai.
Under normal circumstances, it is the BCCI president who is nominated to the ICC Board, but since the COA is in charge now, it chose Limaye for the ICC board meeting which will consider the report presented by a Special Working Group of the ICC that has proposed changes in the future governance and revenue-sharing model.
The COA spent much of its time trying to know the way the ICC functions, the proposed governance structure and, in particular, the new revenue-sharing model. The former chairman of the ICC, N. Srinivasan, along with the representatives of Cricket Australia and the England and Wales Cricket Board (ECB), had worked out a formula and got it approved from the ICC Board in 2014.
With Shashank Manohar taking over as the first independent chairman of the ICC, a new formula seems to have been given shape to, with all the members allotted a decent amount of money. The BCCI, at its special general meeting of February 19, 2016, had authorised Manohar to work out a new distribution formula. He had the full backing of Sharad Pawar at the meeting.
Another point of interest is the press release announcing the Indian team for the one-off Test against Bangladesh in Hyderabad from Feb. 9 to 13 and the India-A side for three practice games against Australia. The release doesn't have the name of either Amitabh or Johri.
It was later confirmed by a BCCI official that Johri, who is based in Mumbai, conducted the selection committee meeting via conference call.
Quite clearly, Amitabh and Anirudh, who were sidelined, will be disappointed with what happened in the first COA meeting.
